After further investigations a colleague noticed that the Users AD account had some unusual user Parameters set. If you have and are meant to have parameters set you may want to compare them to another working users to confirm correct.

Posted January 17, When you say 2 win 10 PC's, is it 2 users or any user accounts on the 2 PC's? After this was cleared the account was able to create a session without issue.
